Job Description: General Council Member
- Responsibilities: General members are encouraged to attend the monthly Joint General and Steering Committee meetings and provide input to the decision making process. General members are also encouraged to participate in Council activities, serve on one or more task groups or committees established by the Steering or Operations Committees and make recommendations to the Steering or Operations Committees.
- Qualifications: General membership in the North Santiam Watershed Council is open to any individual or community, business or government group having an interest in the watershed and that supports the Council’s mission. To be a member of the Council, an individual or group must fill out a Membership Interest form stating the individual’s or group’s primary interest(s) in the watershed, indicate willingness to receive Council updates and have an interest in actively participating in Council activities, programs and/or projects.
- Time Commitment: Varied depending on interest and participation in sub-committees and/or projects.
- Benefits: Participation provides opportunity for local citizens to have a voice in natural resource management that can significantly influence local watershed management decisions. Furthermore, general members can participate in identifying, planning and implementing projects that protect, enhance and restore the North Santiam Watershed.
Job Description: Steering Committee Member
- Responsibilities: The Steering Committee is the decision-making body of the Council, and makes decisions that represent or commit the Council according to its mission and values identified in Article I of the bylaws. Steering Committee members will inform their respective interest or sub-basin groups about the Watershed Council’s work and will bring concerns of their groups to the Steering Committee. Steering Committee members will make every effort to attend all Steering Committee meetings. If they are unable to attend a meeting, members are expected to notify the Chair and their alternate.
- Qualifications: All Steering Committee members must support the Council’s mission, fill out a Membership Interest form and live in or derive economic benefit in the North Santiam Watershed. Steering Committee members must be recommended or accepted by their said interest group and approved by the Steering Committee.
- Time Commitment: Minimum of 2-3 hours per month for monthly meeting. Depends on interest and participation in sub-committees and/or projects.
- Benefits: Steering Committee membership provides opportunity to represent said interest group in watershed management decisions that direct council projects, education and organizational direction. Participation provides opportunity to have a voice in natural resource management that can significantly influence local watershed management decisions. Job Descriptions: Officers
Chair:
- Responsibilities: The Chair shall preside at all Steering Committee, Operations Committee and General Membership meetings. The Chair shall also be the chief spokesperson for the Council. Position requires ongoing communications with Council Coordinator to stay apprised of any problems, issues or needs. Furthermore, the Chair will work with the Coordinator to produce agendas and communications and review documents, such as meeting minutes, before circulation.
- Qualifications: Officers of the Steering Committee shall come from the membership of that committee and shall be elected by a super majority of the Steering Committee in November of each year for a one-year term.
- Time Commitment: Minimum of 2-4 hours per week. Depends on the Council’s work load and number of contracts requiring management.
Vice Chair:
- Responsibilities: The Vice Chair shall preside at meetings in the absence of the Chair. The Vice Chair shall be given responsibility to assure that sub-committees and teams are functioning actively and meeting their intended purpose.
- Qualifications: Officers of the Steering Committee shall come from the membership of that committee and shall be elected by a super majority of the Steering Committee in November of each year for a one-year term.
- Time Commitment: Minimum of 2-3 hours per month for monthly meeting.
Treasurer:
- Responsibilities: The Treasurer shall be responsible for reviewing financial reports generated by fiscal agent and reporting to Steering Committee.
- Qualifications: Officers of the Steering Committee shall come from the membership of that committee and shall be elected by a super majority of the Steering Committee in November of each year for a one-year term.
- Time Commitment: Minimum of 4-6 hours per month (includes Steering and Operations meetings). Depends on the Council’s work load and number of contracts requiring management.
Secretary:
- Responsibilities: The Secretary shall be responsible for reviewing minutes generated by staff/contractors to ensure they accurately reflect meetings. Secretary shall ensure staff/contractors distribute meeting notices and minutes and maintain a current roster of Council members.
- Qualifications: Officers of the Steering Committee shall come from the membership of that committee and shall be elected by a super majority of the Steering Committee in November of each year for a one-year term.
- Time Commitment: Minimum of 2-3 hours per month for monthly meeting.
Job Description: Operations Committee Member
- Responsibilities: The Operations Committee is responsible for managing the day-to-day operations of the Council under the direction of the Steering Committee. The Operations Committee will report regularly to the Steering Committee. The Operations Committee is directly responsible for such administrative tasks as obtaining funds, developing and managing a budget, establishing organizational policies, hiring and managing temporary and permanent staff and hiring and managing all consultants.
- Qualifications: The three person committee will comprise of the Chair, Vice-Chair and Treasurer of the Steering Committee.
- Time Commitment: Minimum of 4-6 hours per month (includes Steering and Operations meetings). Depends on the Council’s work load and number of contracts requiring management.
- Benefits: Participation on Operations provides opportunity to work closely with and direct work of contractors, and to provide organization direction through policy development and recommendations to Steering.
Job Description: Sub-Committee Member
- Responsibilities: Duties of sub-committees and teams shall be established by the Steering or Operations Committees. All sub-committees and teams shall report directly to Steering or Operations Committees. To be recognized as part of the Council, these groups must communicate their focus, general time-lines, meeting information and membership to Steering Committee and share their recommendations and activities at Council meetings.
- Qualifications: Any member of the General and Steering membership can request to form a committee. Sub-committees and teams shall be composed of two or more Council members, however, at least one member must be on the Steering Committee.
- Time Commitment: Varied depending on interest and participation in projects.
- Benefits: Provides opportunity to develop and implement watershed focused projects, strategies and programs.
