North Santiam Watershed Action Plan

 

Objective: Compile existing planning and assessment documents to create an action plan for watershed protection and restoration projects.

Council contractor will take priorities and limiting factors described in planning documents to produce an action plan that identifies limiting factors, management actions, target landowners and funding resources available.  This document will also prioritize data gaps identified in the assessment to start filling these gaps and further assist in identifying project opportunities.

 

Planning documents to be used to build this action plan include: (a) NSWC Watershed Assessment for the Middle and Lower Reaches (June 2002), (b) BLM Little North Santiam Watershed Analysis (1997), (c) USFS Detroit Tributaries Watershed Analysis (1997), (d) USFS Upper North Santiam Watershed Analysis (1995) & Upper North Santiam Priority Watershed Projects (In Draft), (e) USFS Breitenbush Watershed Analysis (1996), (f) OWEB Willamette Restoration Priorities (Dec 2005), (g) NPCC Sub-Basin Plan (May 2004), (h) ODEQ Willamette TMDL (Sept 2006), (i) ODFW Conservation Strategy (Sept 2006), (j) USGS The North Santiam River, Oregon, Water-Quality Monitoring Network (USGS Fact Sheet 2004-3069) (2004), (k) Water quality data collected by City of Salem and watershed council volunteers, (l) ODFW Wildlife Conservation Strategy, and (m) Salmon and Steelhead ESA Recovery planning (underway).

Continue participation in ESA Recovery Planning process, and other relevant planning as they arise.

Integrate planning and assessment documents listed to produce restoration priorities, management actions, and identify partnering landowners, funding sources and other necessary resources.

Draft and final action plan that incorporates comments on draft.

 Participated in various planning processes including OWEB Willamette priorities and ESA Recovery Planning for Upper Willamette Salmon and Steelhead.  The Council paused from it own action planning process to participate in these other processes to ensure its own action plan incorporates these partners’ priorities and to prevent reiterating a similar process.  The Council can use the work done to build its own plan that aligns with agency priorities and integrates local knowledge.

 Outline for action plan was presented at the Dec 2007 meeting to kick off this planning process.

 

Council Objective #8

Water Quality Data

 

Objective: Analyze existing water quality data for the North Santiam Watershed and use it to identify future needs and plan to meet those needs.

A member and Council contractor will compile Council’s water quality data to produce a report and make recommendations for future monitoring.  This report is intended to stimulate continued monitoring by identifying needs and providing a plan that integrates ongoing water quality and effectiveness monitoring needs.

Compile and analyze water quality data.

Use data analysis to write report that describes existing information, identifies future needs and provides plan for future.

 Volunteer started orienting himself with the data.

 This deliverable has made slower progress because it is not a funding priority, so there is not a lot of capacity to support the work.

 

 

 

 

Council Objective #9

“Your Watershed, Your Community” Education and Outreach

 

Objective: Implement ongoing education activities to raise awareness, recruit volunteers and maintain relationship with watershed residents.

“Your Watershed, Your Community” Education and Outreach Program provides interactive education to increase knowledge of council members, citizens, landowners and students about watershed principles; providing these audiences information about what they can do to protect and restore their watershed resources along with tools and opportunities to apply that knowlegde in direct action.

At least 4 presentations to community groups

At least 12 newspaper articles

At least 2 student stewardship projects

At least 2 clean-ups/stewardship events (e.g. plantings)

Recruit partnerships and resources.

Implement actions.

 Restoration site tours occur annually.

 Approximately 3-4 presentations are typically requested annually by other organizations.  3 presentations are scheduled for Jan 2008 and 3 were provided during 2007.

 Website updates occur monthly.  The Council has a new website at www.nsantiamwatershed.org.

 Electronic updates are distributed and newspaper articles submitted monthly.

 Students completed a planting at the Heritage Seedling, Inc. project site Fall 2007 and are continuing work restoring native vegetation at the Fishermen’s Bend site (projects are described in the projects section).  Mill City students are recruited to work on water quality monitoring on the Little North Santiam River, complete plantings and assist in implementing Respect The River project components (project is described above).

 North Fork Fall Clean-Up occurs annually.

 Council partnered with OSU Extension to deliver landowner workshops.  A workshop series was provided Spring 2007 and a follow-up series in planned for 2008.

 Mailers were sent out to riparian landowners to recruit participation in restoration projects.  This effort produced projects at Stout and Snake-Deford Creeks (described in projects above).

 Winter 2008 presentations are currently being scheduled.  Over the course of 2007 6 presentations were provided at Council meetings.

 

 

Council Objective #10

Council Member Recruitment and Training

 

Objective: Recruit new membership and provide training to new and continuing members to help them acquire skills to be an effective participant.

Council contractor will build members’ skills through trainings integrated into 3 meetings annually.  This is in response to a need assessed during the Fall 2006 self-evaluation.  Training will provide information on the following: grants and obligations, staffing (contracting versus employees), watershed council history, watershed priorities, bylaws, decision making and member roles and responsibilities.  These efforts are intended to recruit and retain members.  Council contractors will also work with members to define stakeholder groups and create mailing lists to outreach and recruit additional participation.

 Following message was developed:

Who: We are local volunteers that share an interest in improving the health of the watershed in parntership with interested landowners.

How: We facilitate projects based on scientific analysis that improve water health by developing partnerships and resources to plan, fund and implement projects.

Why: At the end of the day we all use water and, therefore, want it to stay healthy to support our uses.  The North Santiam Watershed Counci provides a place to work together in a non-regulatory setting to achieve this goal of healthy water and healthy natural resources.

 Steering member manuals are updated once per biennium and Operations manuals are updated annually.

 Training around action planning process is planned for Winter 2008.  Last winter Council members trained on basics of watershed councils and serving on a council.

 Self evaluation occurs once a biennium; the next evaluation is scheduled for Fall 2008.

 By-laws are reviewed each year and amended as needed to improve Council effectiveness.

 

 

Council Objective #11

Build Partnerships

 

Objective: Develop partnerships that lead to priority watershed projects, and resources to implement those projects.

Cascade Pacific RC&D (CPRCD) - Council has opportunity to partner with CPRCD to develop a “Stewardship Fund” with USFS to help fund restoration in the Santiam Basin.  There is also opportunity to work with CPRCD on local TMDL planning and implementation to help local cities, counties and landowners.

Marion County Weed Control District- Council has formed partnership with the County by participating in the Weed Control District.

Other Opportunities- The Council typically has potential partners approaching the Council on North Santiam Watershed Projects.  Each opportunity is reviewed by the Council to determine its priority and whether it is feasible to commit to assisting with the project.

Representative serve on CPRCD and Weed Control District boards to foster partnerships.

Partner with CPCRD and Weed Control District to develop project opportunities.

Research opportunities to partner with organizations on North Santiam Watershed projects as they arise for Council approval.

Upon approval, work with partner to implement project.

 Representative served on CPRCD board since Fall 2006 and the Weed Control District Board since Summer 2006.

 Council partnered with Weed Control District on False Brome project, helping with grant writing, survey work landowner education and eradication in riparian areas.

 Council representative began participating in TMDL technical team to explore opportunities to partner in projects that help implement TMDL.

Coordination Services

 

Objective: Contractor will provide coordination services.
