    <content type="html">&lt;p&gt;Update: Minto Fish Facility Open House Set for August 10
&lt;/p&gt;&lt;p&gt;The U.S. Army Corps of Engineers and the Oregon State Marine Board will host a public information meeting on the rebuilding of the Corps&amp;#226;&amp;#128;&amp;#153; Minto Adult Fish Collection Facility on the North Santiam River on Tuesday, Aug. 10 from 6 p.m. to 8 p.m. at the Lyons City Hall Council Chambers, 449 Fifth Street, Lyons.
&lt;/p&gt;&lt;p&gt;The Corps will begin rebuilding the Minto facility in January 2011 to provide a new fish collection system that meets federal criteria for upstream passage for fish listed under the Endangered Species Act. The Corps is using criteria specific to Chinook salmon, winter steelhead, and summer steelhead in designs for a fish ladder, pre-sort pool, holding/acclimation ponds and sorting facility. It will also provide a safer working environment for the facility operators as the aging facility has become unsafe.
&lt;/p&gt;&lt;p&gt;The public is invited to drop by the open house at any time to meet with agency staff and ask questions.  A short presentation on the project will begin at 6:30 p.m.  Representatives from Oregon Department of Fish and Wildlife and the Oregon State Patrol Fish and Wildlife will also be on hand.
&lt;/p&gt;&lt;p&gt;Through August, the Marine Board is seeking public comment on the Corps&amp;#226;&amp;#128;&amp;#153; request to close a 2.4 miles stretch of the North Santiam River near the Minto facility during the two-year construction project.
 
&lt;/p&gt;&lt;p&gt;The low-head dam at the Minto fish trap is already a hazard to the occasional kayaker or rafter who runs this section, according to the Marine Board. The dam creates a strong &amp;#34;washing machine&amp;#34; at the bottom that easily entraps boaters who navigate it. Coffer dams and other construction activities will increase the danger. The Board therefore accepted the Corps request for a closure that would, if adopted, be in place until April of 2013 when the project is slated for completion.
 
&lt;/p&gt;&lt;p&gt;The boating closure is proposed for the area between Niagara Falls and Packsaddle Park, an area of about 2.4 river miles. There are no developed boating facilities between Packsaddle Park and Big Cliff Dam, and long sections of the river are flanked by private land preventing public access closer to the actual construction site. 
 
&lt;/p&gt;&lt;p&gt;Comments on the proposed closure will be accepted by the Marine Board August 1-31. An open house/public hearing will be held August 10, 6-8 p.m., at the Lyons City Hall Council Chambers, 449 Fifth Street, Lyons. Willamette Valley. According to NOAAâs Northwest River Forecast Center
(http://www.nwrfc.noaa.gov/), the Willamette River is at about 80% &lt;span
class=SpellE&gt;bankfull&lt;/span&gt; and will be reaching peak flows of the season
within the next few days. On-water conditions can be dangerous, so please
exercise caution when near the rivers! &lt;/p&gt;

&lt;p class=MsoNormal&gt;The regional program has had a busy spring with site visits,
restoration tours, and the hiring of a new Regional Monitoring Coordinator, who
will be housed with the South Santiam Watershed Council.&amp;#160;&amp;#160; Eric
Andersen will join our group mid June to implement the monitoring program for
the Model Watershed Partnership.&amp;#160; Eric recently finished his masterâs
program at OSU on fish passage prioritization in the North and South Santiam
watersheds.&amp;#160; We are happy to have Eric join our team!&lt;/p&gt;

&lt;p class=MsoNormal&gt;&amp;#160;&lt;/p&gt;

&lt;p class=MsoNormal&gt;&lt;b&gt;Stout Creek Tour&lt;/b&gt;&lt;/p&gt;

&lt;p class=MsoNormal&gt;The Stout Creek tour will take place on Saturday, June 19,
for a restoration tour of Stout Creek. Weâll visit several in-progress
restoration/enhancement projects to see how landowners are improving water
quality and wildlife habitat while still actively managing their property for
multiple uses. The tour will begin at 1 pm, location TBD. Please stay tuned for

&lt;p class=MsoNormal&gt;If you live along the Calapooia River or one of its
tributaries, or perhaps have a pasture, chances are youâve noticed lush
Himalayan blackberry growing. An invasive weed introduced to Oregon, this plant
rapidly occupies disturbed areas and out-competes native vegetation. For those
landowners trying to restore or enhance native &lt;span class=SpellE&gt;streamsides&lt;/span&gt;
or grow a more productive pasture, controlling Himalayan blackberry can be
frustrating. However, control and eradication is &lt;span class=GramE&gt;key&lt;/span&gt;
to restoring the function of streamside buffers and pastures. Native trees and
shrubs provide more food and cover for wildlife, and have a much deeper root
system, which increases the stability of the stream bank and soil. Native
vegetation near the stream also provides significant shade and contributes
large woody debris to the system. In pastures, native vegetation is preferred
over blackberry to grazing livestock. &lt;/p&gt;

&lt;p class=MsoNormal&gt;&amp;#160;&lt;/p&gt;

&lt;p class=MsoNormal&gt;There are 4 general steps to managing this invasive weed:&lt;/p&gt;

&lt;p class=MsoNormal&gt;1. Mowing to remove most of the aboveground plant parts&amp;#160;&lt;/p&gt;

&lt;p class=MsoNormal&gt;- This can be done in early to mid-growing season. May or
June is a good time to get started.&lt;/p&gt;

&lt;p class=MsoNormal&gt;- Flattening blackberry first may make it easier to mow&lt;/p&gt;

&lt;p class=MsoNormal&gt;&lt;o:p&gt;&amp;#160;&lt;/o:p&gt;&lt;/p&gt;

&lt;p class=MsoNormal&gt;2. Remove or kill root crowns and roots to prevent re-growth
of the site &amp;#160;&lt;/p&gt;

&lt;p class=MsoNormal&gt;- The key to effectiveness is to not sever roots or dig more
than a few inches into the soil. &lt;/p&gt;

&lt;p class=MsoNormal&gt;- The more you disturb the site, the more you disturb the
seed bed, and the more &lt;span class=GramE&gt;blackberry&lt;/span&gt; youâll see.&lt;/p&gt;

&lt;p class=MsoNormal&gt;&lt;o:p&gt;&amp;#160;&lt;/o:p&gt;&lt;/p&gt;

&lt;p class=MsoNormal&gt;3. Apply herbicide to the re-sprouts in the fall, before the
last frost, as the plant is rapidly &lt;span class=SpellE&gt;translocating&lt;/span&gt;
nutrients to the roots.&amp;#160; This allows the herbicide to be most effective. &lt;/p&gt;

&lt;p class=MsoNormal&gt;- If you do choose to use herbicide, please use herbicides
that have a minimal risk to fish and aquatic organisms, such as Glyphosate (&lt;span
class=SpellE&gt;AquaMaster&lt;/span&gt;), Rodeo, or &lt;span class=SpellE&gt;Garlon&lt;/span&gt; 3A.
Crossbow can be used and is effective, but must be used 10 feet away from open
water.&amp;#160;&amp;#160; &lt;/p&gt;

&lt;p class=MsoNormal&gt;&lt;o:p&gt;&amp;#160;&lt;/o:p&gt;&lt;/p&gt;

&lt;p class=MsoNormal&gt;4. Once blackberry has been eradicated or well controlled,
plant native vegetation to reoccupy the site&lt;/p&gt;

&lt;p class=MsoNormal&gt;- Protect native plants when spraying blackberry re-growth&amp;#160;
&lt;/p&gt;

&lt;p class=MsoNormal&gt;&lt;o:p&gt;&amp;#160;&lt;/o:p&gt;&lt;/p&gt;

about noon through the evening, and had the chance to speak with many of you.

&lt;p class=MsoNormal&gt;Last Saturday, May 8&lt;sup&gt;th&lt;/sup&gt;, members of the North
Santiam Watershed Council joined Marion County Weed Control District, the US
Forest Service, the Opal Creek Advisory Council, the North Santiam Canyon
Economic Development Corporation, and local residents to pick up trash and pull
weeds along North Fork Road. 35 people were there to help, and were fed a tasty
lunch from the Marion County Search and Rescue crew. A big thank you to all who
helped with this event!&lt;/p&gt;

May 17/Mill City&lt;/h2&gt;

&lt;p class=MsoNormal&gt;Two Open Houses hosted by the Army Corps of Engineers are
scheduled for May 12 (Stayton Community Center) and May 17 (Mill City Middle
School), where you can learn about endangered fish, dams, and reservoirs in the
North Santiam Watershed, meet the agencies and take part in presentations and
discussion sessions. Topics include operating the Willamette Valley dams
(including Detroit and Big Cliff), balancing competing water uses, and the
recent biological opinions.&lt;/p&gt;

Santiam Watershed: the Stout Creek Restoration and the USFS Upper North Santiam

WantedâTraining April 6&lt;sup&gt;th&lt;/sup&gt; &lt;/h2&gt;

&lt;p class=MsoNormal&gt;Willamette Riverkeeperâs &lt;a
href=&quot;http://www.willamette-riverkeeper.org/WRK/newsroom.html&quot;&gt;volunteer water
quality monitoring program&lt;/a&gt; has five monitoring sites on the Willamette,
Santiam, and Luckiamute rivers (our Santiam site is at the Jefferson Hwy
bridge). Volunteers monitor them each month for temperature, conductivity,
dissolved oxygen, pH, and turbidity. The program is currently looking for new
volunteer monitors in the Salem area and will be holding a training on April 6,
2010, at the Salem Public Library from 6-8 pm. Information is available at, or
potential volunteers can contact Julia DeGagnÃ© to register for the training (julia@
willamette-riverkeeper.org). &lt;/p&gt;

&lt;/p&gt;&lt;p&gt;The next Regional Meeting of the CALAPOOIA-SANTIAM COLLABORATION will be March 11th.
&lt;/p&gt;&lt;p&gt;The meeting will be held at the Stayton Community Center, 400 W. Virginia Avenue in Stayton. There will be a Community Potluck at 6:30 PM followed by a Business Meeting at 7:00 PM.
&lt;/p&gt;&lt;p&gt;&amp;#226;&amp;#128;&amp;#162; Guest Kendra Smith, of the Willamette Model Watershed Program (Meyer Memorial Trust/Bonneville Environmental Foundation) will be presenting on the program and expectations.

    <content type="html">&lt;p&gt;Reminder: Native Planting on Stout Creek this Saturday, February 27th! 
&lt;/p&gt;&lt;p&gt;Join fellow Council members and staff to improve fish and wildlife habitat along Stout Creek. 
&lt;/p&gt;&lt;p&gt;We'll get started at 1:00 pm at 11265 Phantom Lane. The lane is located off of Highway 22, just west of the hardwood mill and Mehama/Lyons area. Cross the bridge and take the driveway through the woods to the left. 
&lt;/p&gt;&lt;p&gt;The plants will already be laid out and ready for their new homes! We'll have shovels, gloves, and snacks. Please bring raingear, as we plant rain or shine.
