September 9 North Santiam Watershed Council Meeting

The next Council meeting is September 9 at 7 pm in the Stayton Community Center. The speaker will be Dave Jepsen from Oregon Department of Fish and Wildlife on the Draft Endangered Species Act Recovery Plan for Upper Willamette Salmon and Steelhead.Â This plan has significant recommendations for the North Santiam River and its tributaries. There will also be a comprehensive update on council projects and activities to kick off our new meeting season.

Living on the Land Workshop

Living on the Land is a workshop series tailored for small acreage landowners. Â Â There are four classes in the series and one field tour. Classes will be taught by agency and natural resource professionals and local landowners.Â The field tour will include several stops to visit with landowners in the South Santiam River watershed area. Participants will learn about some of the management practices these neighbors are implementing on their land. Living on the Land is sponsored by OSU Extension Service Small Farms Program, and South Santiam, North Santiam, and Calapooia Watershed Councils.

Monday, September 20: Â Managing Soil to Keep it Productive and Watershed Health. Identify resources on your farm. Learn how you can improve watershed health. Learn about soil types, erosion, sampling, soil fertility, and how to evaluate your soil quality. Bring a soil sample for in-class activity.

Wednesday, September 22: Â Pasture and Grazing Management. Learn about rotational grazing, improving productivity, winter-time management, composting manure, and renovation.

Saturday, September 25:Â Farm Tours in South Santiam Watershed area. See land management practices and restoration and enhancement projects on the ground.

Wednesday, September 29:Â Â What to do About Weeds and Small Woodland Management. Bring weeds for identification.Â Learn about invasive weeds, their biology, and control. Learn how local landowners are managing their small woodlands.

Wednesday, October 6:Â Understanding Your Water: Wells and Septic Systems and Water Conservation & Next Steps. Bring well water for free nitrate screening. Learn about well and septic system maintenance and water conservation. Weâll brainstorm next steps and local organizations will share information about technical assistance and cost-share opportunities.

Class sessions will be held at the Lebanon Library at 55 Academy St. from 6:00 â 9:00 P.M. The registration fee for the entire series is $20.00 per person or $30 per couple from the same farm.Â Each participant will receive a class binder of educational materials and snacks will be provided during the evening sessions. The Saturday field tour has been tentatively scheduled for 9:00 a.m. to 2:00 p.m. Picnic lunch will be provided. Registration is required prior to the event, as there is limited space available.

North Santiam Watershed Council Update: Minto Fish Facility Open House, August 10

Update: Minto Fish Facility Open House Set for August 10

The U.S. Army Corps of Engineers and the Oregon State Marine Board will host a public information meeting on the rebuilding of the Corpsâ€™ Minto Adult Fish Collection Facility on the North Santiam River on Tuesday, Aug. 10 from 6 p.m. to 8 p.m. at the Lyons City Hall Council Chambers, 449 Fifth Street, Lyons.

The Corps will begin rebuilding the Minto facility in January 2011 to provide a new fish collection system that meets federal criteria for upstream passage for fish listed under the Endangered Species Act. The Corps is using criteria specific to Chinook salmon, winter steelhead, and summer steelhead in designs for a fish ladder, pre-sort pool, holding/acclimation ponds and sorting facility. It will also provide a safer working environment for the facility operators as the aging facility has become unsafe.

The public is invited to drop by the open house at any time to meet with agency staff and ask questions. A short presentation on the project will begin at 6:30 p.m. Representatives from Oregon Department of Fish and Wildlife and the Oregon State Patrol Fish and Wildlife will also be on hand.

Through August, the Marine Board is seeking public comment on the Corpsâ€™ request to close a 2.4 miles stretch of the North Santiam River near the Minto facility during the two-year construction project.

The low-head dam at the Minto fish trap is already a hazard to the occasional kayaker or rafter who runs this section, according to the Marine Board. The dam creates a strong "washing machine" at the bottom that easily entraps boaters who navigate it. Coffer dams and other construction activities will increase the danger. The Board therefore accepted the Corps request for a closure that would, if adopted, be in place until April of 2013 when the project is slated for completion.

The boating closure is proposed for the area between Niagara Falls and Packsaddle Park, an area of about 2.4 river miles. There are no developed boating facilities between Packsaddle Park and Big Cliff Dam, and long sections of the river are flanked by private land preventing public access closer to the actual construction site.

Comments on the proposed closure will be accepted by the Marine Board August 1-31. An open house/public hearing will be held August 10, 6-8 p.m., at the Lyons City Hall Council Chambers, 449 Fifth Street, Lyons. Written comments may be sent to the Board during this time frame via e-mail (marine.board@state.or.us), mail (OSMB, PO Box 14145, Salem OR 97381) or fax at (503) 378-4597.

Later this summer, the Corps will accept public comments on the Minto draft Environmental Assessment which will address the impacts associated with the rebuilding activity. The complete public notice and the document, when available, will be posted at http://www.nwp.usace.army.mil/pm/e/en_plan_assess.asp. Information on submitting written comments on the Environmental Assessment will be available on this Web site.

Invasive Weed Workshop

Council Meeting June 10th

Please join the North Santiam Watershed Council this Thursday, June 10th, as we begin phase 1 of our Council Self-Evaluation. This process, part of the Oregon Watershed Enhancement Board review, helps the Council evaluate progress on recent projects and determine the direction and type of future Council projects. We will also have a brief Council member update on our fiscal policy determination process. 7pm, Stayton Community Room (400 Virginia Avenue).

Wet Your Whistle in the Watershed Event: Friday, June 11th â6 to 9 pm

The North Santiam Watershed Council will join the Calapooia and South Santiam Watershed Councils at a joint regional fundraising event hosted by the Calapooia Brewing Company in Albany. Please mark your calendars for this fun event with residents from your neighbor watersheds! Join us from 6-9 pm on the evening of Friday, June 11th. Live music, a limited silent auction, family-friendly outdoor area, regional brews and Calapooia Breweryâs famous root beer are just some of the fun!

No NSWC Meetings in July, August

After this Thursdayâs meeting, the North Santiam Watershed Council will have a summer recess. There will be no regular Council meetings in July or August. Meetings will resume on Thursday, September 9th.

Higher Flows throughout Willamette Valley and for North Santiam

Recent rains have led to increased flows throughout the Willamette Valley. According to NOAAâs Northwest River Forecast Center (http://www.nwrfc.noaa.gov/), the Willamette River is at about 80% bankfull and will be reaching peak flows of the season within the next few days. On-water conditions can be dangerous, so please exercise caution when near the rivers!

Regional Program Updates

New Regional Monitoring Coordinator!

The regional program has had a busy spring with site visits, restoration tours, and the hiring of a new Regional Monitoring Coordinator, who will be housed with the South Santiam Watershed Council. Eric Andersen will join our group mid June to implement the monitoring program for the Model Watershed Partnership. Eric recently finished his masterâs program at OSU on fish passage prioritization in the North and South Santiam watersheds. We are happy to have Eric join our team!

Stout Creek Tour

The Stout Creek tour will take place on Saturday, June 19, for a restoration tour of Stout Creek. Weâll visit several in-progress restoration/enhancement projects to see how landowners are improving water quality and wildlife habitat while still actively managing their property for multiple uses. The tour will begin at 1 pm, location TBD. Please stay tuned for more information, or contact Erika Lang (ealang77(at)yahoo .com) or 541.619.8398.

Interested in a site visit?

Over the course of the summer, Erika and Sarah will be focusing on site visits with interested landowners to help identify and address resource challenges, working with landowners on developing restoration and conservation plans, assisting landowners with site preparation for revegetation, and sending contractors out to perform watering and weed control mat existing revegetation sites. Is Himalayan Blackberry a Thorn in Your Side?

If you live along the Calapooia River or one of its tributaries, or perhaps have a pasture, chances are youâve noticed lush Himalayan blackberry growing. An invasive weed introduced to Oregon, this plant rapidly occupies disturbed areas and out-competes native vegetation. For those landowners trying to restore or enhance native streamsides or grow a more productive pasture, controlling Himalayan blackberry can be frustrating. However, control and eradication is key to restoring the function of streamside buffers and pastures. Native trees and shrubs provide more food and cover for wildlife, and have a much deeper root system, which increases the stability of the stream bank and soil. Native vegetation near the stream also provides significant shade and contributes large woody debris to the system. In pastures, native vegetation is preferred over blackberry to grazing livestock.

There are 4 general steps to managing this invasive weed:

1. Mowing to remove most of the aboveground plant parts

- This can be done in early to mid-growing season. May or June is a good time to get started.

- Flattening blackberry first may make it easier to mow

2. Remove or kill root crowns and roots to prevent re-growth of the site

- The key to effectiveness is to not sever roots or dig more than a few inches into the soil.

- The more you disturb the site, the more you disturb the seed bed, and the more blackberry youâll see.

3. Apply herbicide to the re-sprouts in the fall, before the last frost, as the plant is rapidly translocating nutrients to the roots. This allows the herbicide to be most effective.

- If you do choose to use herbicide, please use herbicides that have a minimal risk to fish and aquatic organisms, such as Glyphosate (AquaMaster), Rodeo, or Garlon 3A. Crossbow can be used and is effective, but must be used 10 feet away from open water.

4. Once blackberry has been eradicated or well controlled, plant native vegetation to reoccupy the site

- Protect native plants when spraying blackberry re-growth

NSWC North Fork Weed and CleanâA cleaner, less weedy North Fork Road

Last Saturday, May 8^th, members of the North Santiam Watershed Council joined Marion County Weed Control District, the US Forest Service, the Opal Creek Advisory Council, the North Santiam Canyon Economic Development Corporation, and local residents to pick up trash and pull weeds along North Fork Road. 35 people were there to help, and were fed a tasty lunch from the Marion County Search and Rescue crew. A big thank you to all who helped with this event!

USACE Open Houses: Â May 12/Stayton and May 17/Mill City

Two Open Houses hosted by the Army Corps of Engineers are scheduled for May 12 (Stayton Community Center) and May 17 (Mill City Middle School), where you can learn about endangered fish, dams, and reservoirs in the North Santiam Watershed, meet the agencies and take part in presentations and discussion sessions. Topics include operating the Willamette Valley dams (including Detroit and Big Cliff), balancing competing water uses, and the recent biological opinions.

Questions are welcome in advance so staff can work to respond to them in the presentations. E-mail questions to Willamette@ usace.army.mil by Wednesday, May 5. Questions are also welcome at the door. Additional questions? Call the Corps of Engineers at 503-808-4510.

NSWC Council Meeting: May 13^thâ7pm

The May North Santiam Watershed Council meeting will be held on Thursday, May 13th at 7 pm. Glenn Dolphin from the Oregon Marine Board to talk about the Aquatic Invasive Species Prevention Program. Meet at the Stayton Community Room (400 Virginia Ave.).

This 52 acre Nature Conservancy Preserve southeast of Stayton is the best example of native prairie remaining in the central Willamette Valley.Â Both wet and dry prairie habitats harbor native grasses and host several rare wildflowers.Â Bring water and lunch.Â For directions or questions, call John Savage at 503-399-8615 after 7 pm. North Fork Weed and Clean, May 8th

This yearâs annual North Fork Weed and Clean Event is taking place this

Saturday, May 8^th, from 9 AM to Noon.Â

We will be picking up trash along the North Fork Road and

pulling invasive weeds like English Ivy and Scotch Broom.

Please bring clippers and/or trimmers (label with your name).

Meet at the Oregon Department of Forestry parking lot at the corner of Highway 22 and North Fork Road.

Stick around and have lunch with us afterwards provided by the Council and the Marion County Search and Rescue Chuck Wagon.

New Projects!

Two new OWEB grants were awarded for work within the North Santiam Watershed: the Stout Creek Restoration and the USFS Upper North Santiam Restoration. Stay tuned for more news as these projects develop!

Volunteer Water Quality Monitors WantedâTraining April 6^th

Willamette Riverkeeperâs volunteer water quality monitoring program has five monitoring sites on the Willamette, Santiam, and Luckiamute rivers (our Santiam site is at the Jefferson Hwy bridge). Volunteers monitor them each month for temperature, conductivity, dissolved oxygen, pH, and turbidity. The program is currently looking for new volunteer monitors in the Salem area and will be holding a training on April 6, 2010, at the Salem Public Library from 6-8 pm. April 8^th Council Meeting

We have two speakers for our upcoming April 8^th meeting: Marion SWCD on the Noxious Weed Inventory and the Army Corps will provide an update on the Minto fish collection construction project. All are welcome: 7pm, Stayton Community Room.

Snake Deford Community Meeting April 21^st

Residents of the Snake and Deford basins and neighborhood are invited to join council members and the River Design Group to discuss stream survey results and future restoration projects. Mill City Middle School multi-purpose room, 7-8:30 PM.

April 23^rd North Santiam Shopping Day at Lifesource Natural Foods

In celebration of Earth Day, Lifesource Natural Foods store will be donating money to the North Santiam Watershed Council based on the profits for the day. The Council will have an informational table set up, so stop by and shop at Lifesource on 2649 Commercial St SE, Salem, 503-361-7973.Â

Oregon Ag-Fest

Oregon Ag Fest is an annual 2-Day event where you can touch, taste, and experience life on the farm. April 24 - 25, 2010, Oregon State Fairgrounds, Salem.

Residents Invited to Share Vision for the Region: April 29^th & May 3

Working for thriving local rural communities and healthy ecosystems is the goal of the Cascade Pacific Resource Conservation & Development (CPRCD) Strategic Planning process. CPRCD works at the grassroots level with citizens and organizations of local communities to develop innovative and needed local projects. These projects focus on creating and maintaining rural jobs, improving water quality and quantity, supporting efficient and renewable energy, promoting a sustainable local food system, and enhancing fish and wildlife habitat. Area residents interested in sharing their perspective can contact RC&D Coordinator Karen Strohmeyer at 541-967-5925 ext. 128, or attend public meetings for Linn County (April 29, 6:30 to 8:00 PM, Linn County Fairgrounds, Albany) and Marion County (May 3, 7:00 to 8:30 PM, Senate hearing room, Courthouse Square, 555 Court Street NE, Salem).

North Fork Clean Up May 8^th

Please join the Council and multiple sponsoring partners for the annual North Fork Clean up event, which will take place Saturday May 8. Meet at ODF parking lot at the intersection of Highway 22 and North Fork Road at 9 AM and stay for lunch through 12 noon. Volunteers will be picking up trash and pulling weeds along the North Fork Road. Visit the NSWC web page for more information.

The next Regional Meeting of the CALAPOOIA-SANTIAM COLLABORATION will be March 11th.

The meeting will be held at the Stayton Community Center, 400 W. Virginia Avenue in Stayton. There will be a Community Potluck at 6:30 PM followed by a Business Meeting at 7:00 PM.

â€¢ Guest Kendra Smith, of the Willamette Model Watershed Program (Meyer Memorial Trust/Bonneville Environmental Foundation) will be presenting on the program and expectations. â€¢ Region staff will provide updates on tributary outreach and assessments. â€¢ Council coordinators will provide updates on budget and the final package to be submitted for the Willamette Model Watershed Program.

Reminder: Native Planting on Stout Creek this Saturday, February 27th!

Join fellow Council members and staff to improve fish and wildlife habitat along Stout Creek.

We'll get started at 1:00 pm at 11265 Phantom Lane. The lane is located off of Highway 22, just west of the hardwood mill and Mehama/Lyons area. Cross the bridge and take the driveway through the woods to the left.

The plants will already be laid out and ready for their new homes! We'll have shovels, gloves, and snacks. Please bring raingear, as we plant rain or shine.
